‘A-‘uu-zu  Billaahi minash-Shay-taanir- Rajiim.
(I seek refuge in God from Satan the outcast)

Bis-Millaahir-Rah-maanir-Rahiim.
(In the name of God, the Beneficent, the Merciful)

وَأَرْسَلْنَا ٱلرِّيَٰحَ لَوَٰقِحَفَأَنزَلْنَا مِنَ ٱلسَّمَآءِ مَآءً فَأَسْقَيْنَٰكُمُوهُ وَمَآ أَنتُمْ لَهُۥ بِخَٰزِنِينَ 22

22.  And We send the winds fertilizing, and cause water to descend from the sky, and then We give it to you to drink. And it is not ye who are the holders of the store thereof.
22.  Wa  ‘arsalNar-ri-yaaha  lawaa-qiha  fa-‘anzalNaa  minas-samaaa-‘i   maaa-‘an  fa-‘as-qayNaa-kumuuh.  Wa  maaa  ‘antum  lahuu  bi-khaa-ziniin.

Commentary

Lawaa-qiha – (fertilizing, loaded, burdened), this word is plural of laaqiha-tun, which means “pregnant”. Its origin is la-qa-ha, which means “to be pregnant, to conceive”.

It is commanded that after collecting different particles from their different stores, and mixing them up with a specific ratio, the seed of any thing is prepared. After putting that seed in the land you are at leisure. That is We, Who begin to send winds here and there fertilized with water, by which the clouds are formed, and it rains from time to time everywhere. Due to moistness of the land, the seed in it begins to bud and blossom. And you use the same water (of rain) for drinking also. From it, springs, canals, wells and rivers etc. appear too, and for your necessities; water reservoirs are heaped. It is not in your control to store abundant reservoirs of water for irrigation of land, drinking and other purposes. Water is rained from the sky in the forms of rain, snow and hails etc. by means of winds, some from which, begins to flow on the surface of the land in the forms of rivers and canals etc. and some is collected below the surface being absorbed, which you can acquire by digging wells etc. at the time of necessity. If Allah Almighty will not cause water to descend from the sky by means of the clouds, then you cannot collect the water reservoir for yourselves.

By observing these entire portents and good works of the Omnipotent, it is first duty of the mankind that he should know Allah Almighty and consider that only He is the Creator of the entire worlds, Lord and Manager of the entire universe, because no creature is able to do all these works.
