Allah knows the hinderers
Chapter “’Al-‘Ahzaab” - (The Clans) - 33
‘A-‘uu-zu  Billaahi minash-Shay-taanir- Rajiim.
 (I seek refuge in Allaah
from Satan the outcast)
Bis-Millaahir-Rah-maanir-Rahiim.

قَدْ يَعْلَمُ ٱللَّهُ ٱلْمُعَوِّقِينَ مِنكُمْ وَٱلْقَآئِلِينَ لِإِخْوَٰنِهِمْ هَلُمَّ إِلَيْنَا وَلَا يَأْتُونَ ٱلْبَأْسَ إِلَّا قَلِيلًا 18  أَشِحَّةً عَلَيْكُمْ فَإِذَا جَآءَ ٱلْخَوْفُ رَأَيْتَهُمْ يَنظُرُونَ إِلَيْكَ تَدُورُ أَعْيُنُهُمْ كَٱلَّذِى يُغْشَىٰ عَلَيْهِ مِنَ ٱلْمَوْتِ19a

18.  Allah already
  knoweth those of you who hinder, and those who say unto their brethren: “Come
  ye hither unto us!” and they come not to the stress of battle save a little – 
19a.  Being sparing of
  their help to you (Believers). But when the fear cometh, then thou (Muhammad)
  seest them regarding thee with rolling eyes like one who fainteth unto death; | 
18.  Qad  ya’-laMullaahul-mu-‘awwiqiina  minkum 
  wal-qaaa-‘iliina 
  li-‘ikhwaanihim  halumma  ‘ilaynaa. 
  Wa  laa  ya’-tuunal-ba’-sa  ‘illaa 
  qaliilaa. 
19a.  ‘Ashih-hatan  ‘alaykum. 
  Fa-‘izaa  jaaa-‘al-khawfu  ra-‘aytahum 
  yanzuruuna  ‘ilayka  taduuru 
  ‘a’-yunuhum  kallazii  yugshaa 
  ‘alayhi  minal-mawt. | 
Commentary
‘Al-mu-‘awwiqiina – (the hinderers), this
word is plural of mu-‘awwiqun, which is the Subject from ta’-wiiqun
(to prevent by force). Origin of this word is ‘awqun, which means “to
hinder”. ‘Aa-‘iq is the Subject from the word ‘awq.
Halumma – this is a Noun which is used in the
meaning of “the word of Command”, that is to say, Come to us!
‘Ashih-hatan – (a miser, a stingy), it is plural of shahiihun,
which is an Adjective from the word shah-hun. Shah-hun means “to
grudge in spending, to indispose”.
It is commanded: Allaah Almighty knows them very well who
dwell among you but prevent and hinder others from doing compulsory works at
the time of necessity. They prevent their relatives from incumbent battle and
say: Leave the Army and come to us! They do not come for fighting but occasionally,
so that the Muslims should not startle entirely from them and bereave them from
the Spoils of War. Such people grudge always in providing you help. When they
feel any danger, their faces become deadly pale and look towards you as pupil
of eye turns at the time of death and it seems that the dying person has been
looking helplessly.
