قُل لِّلْمُخَلَّفِينَ مِنَ ٱلْأَعْرَابِ سَتُدْعَوْنَ إِلَىٰ قَوْمٍ أُو۟لِى بَأْسٍ شَدِيدٍ تُقَٰتِلُونَهُمْ أَوْ يُسْلِمُونَ فَإِن تُطِيعُوا۟ يُؤْتِكُمُ ٱللَّهُ أَجْرًا حَسَنًا وَإِن تَتَوَلَّوْا۟ كَمَا تَوَلَّيْتُم مِّن قَبْلُ يُعَذِّبْكُمْ عَذَابًا أَلِيمًا 16  لَّيْسَ عَلَى ٱلْأَعْمَىٰ حَرَجٌ وَلَا عَلَى ٱلْأَعْرَجِ حَرَجٌ وَلَا عَلَى ٱلْمَرِيضِ حَرَجٌ 17a

16.  Qul-lil-mukhallafiina  minal-A'-raabi  satud-'awna  ‘ilaa  qawmin  ‘ulii  ba’-sin-  shadiidin  tuqaati-luunahum  ‘aw  yuslimuun.  Fa-‘in  tutii-'uu  yu'-tikuMullaahu  ‘ajran  hasanaa.  Wa  ‘in-  tatawallaw  kamaa  tawallaytum-min  qablu  yu-'azzibkum  'azaaban  ‘aliimaa. 17a.  Laysa  'alal- ‘a'-maa  hara-junw-wa  laa  'alal-‘a'raji  hara-junw-wa  laa  'alal- maruuzi  haraj.

16. Say unto those of the wandering Arabs who were left behind: You will be called against a folk of mighty prowess, to fight them until they surrender; and if you obey, Allah will give you a fair reward; but if you turn away as you did turn away before, He will punish you with a painful doom. 17a. There is no blame for the blind, nor is there blame for the lame, nor is there blame for the sick (that they go not forth to war).

It is commanded: Say to them also: Have patience for awhile if you are very fond of fighting. Don’t be confused if you are not permitted to participate in this Battle. Many Battles will be fought in near future and you will be called to confront a people of great military might; you may fight them. And the war against them will not go to an end; until they embrace Islam. That will be time of your trial because you will have to put your life on the line without thinking about war booty. Those battles will be fought to exalt the Word of God and for establishing peace and order. The aim from those wars is “after victory of Makkah, the Battle of Hunayn fought against the tribes of Hawaazan and Thaqiif etc. or against Renegades in the times of Abu Bakr Siddique (May Allaah be pleased with him)”.

After that, it is commanded: If you obeyed at that time and participated in war, Allaah Almighty will give you a good reward; not only in this world but in the Hereafter too. But if you turned away as you turned away before, He would punish you with a painful punishment.

Then it is commanded: There is not any guilt upon the blind, the lame or upon the ill for remaining behind in case of war declared against rioters and persecutors. Fighting is the work of healthy and physically strong people.

Hypocrites who remained behind (L-3072)

سَيَقُولُ ٱلْمُخَلَّفُونَ إِذَا ٱنطَلَقْتُمْ إِلَىٰ مَغَانِمَ لِتَأْخُذُوهَا ذَرُونَا نَتَّبِعْكُمْ يُرِيدُونَ أَن يُبَدِّلُوا۟ كَلَٰمَ ٱللَّهِ قُل لَّن تَتَّبِعُونَا كَذَٰلِكُمْ قَالَ ٱللَّهُ مِن قَبْلُ فَسَيَقُولُونَ بَلْ تَحْسُدُونَنَا بَلْ كَانُوا۟ لَا يَفْقَهُونَ إِلَّا قَلِيلًا 15

15.  Sa-yaquulul-mukhalla-fuuna  ‘izan-talaqtum  ‘ilaa  magaanima  lita’-khuzuuhaa  zaruunaa  nattabi'-kum.  Yuriiduuna  ‘any-yubaddiluu  KalaamAllaah.  Qul-lan  tattabi-'uunaa  kazaalikum  qaalAllaahu  min- qabl. Fasa-yaquuluuna  bal  tahsuduunanna. Bal  kaanuu  laa  yaf-qahuuna ‘illaa  qaliilaa.

15. Those who were left behind will say, when you set forth to capture booty: Let us go with you. They fain would change the verdict of Allah. Say (unto them, O Muhammad): You shall not go with us. Thus has Allah said beforehand. Then they will say: You are envious of us. Nay, but they understand not, save a little.

It is commanded: These people who did not go with you to Makkah, because they considered that Muslims, and if they (the hypocrites) went; they too, will not be saved from death. As soon as you will reach Madinah, they will request you to permit them also to go along with you.

Accordingly, when Messenger of Allaah Almighty (grace, glory, blessings and peace be upon him) returned to Madinah along with his companions (May Allaah be pleased with them), they were commanded to assault over Khyber. The Jews were inhabitants of Khyber who guided the Qureish of Makkah to attack on Madinah along with their companions; one year ago, that is to say, in 5^th Hijrah (year of Muslim era). They tried their best to trouble the Muslims at every cost, and became cause of The Battle of the Clans (‘Ahzaab). They themselves were not able to fight but had abundant wealth. It was the reason that the hypocrites were desirous to participate in Battle along with them, so that they might take a portion from the war booty.

Allaah Almighty had already commanded that only those Muslims would assault on Khyber who were present in the Peace Treaty of Hudaybiyyah. So it was commanded: Do the hypocrites wish to change the Words of Allaah by asking permission to go Khyber along with Muslims? Say to them: Allaah Almighty has already commanded that you cannot accompany us in this journey. They will reply: Rather, you burn with jealousy and envy us, so that we may not get war booty. Say to them: You consider that Islam and Muslims are nothing. These people fight for obedience of Allaah Almighty, not for war booty.

The Muslims must think from it: Can they fight only for conquering a Country?

بَلْ ظَنَنتُمْ أَن لَّن يَنقَلِبَ ٱلرَّسُولُ وَٱلْمُؤْمِنُونَ إِلَىٰٓ أَهْلِيهِمْ أَبَدًا وَزُيِّنَ ذَٰلِكَ فِى قُلُوبِكُمْ وَظَنَنتُمْ ظَنَّ ٱلسَّوْءِ وَكُنتُمْ قَوْمًۢا بُورًا 12  وَمَن لَّمْ يُؤْمِنۢ بِٱللَّهِ وَرَسُولِهِۦ فَإِنَّآ أَعْتَدْنَا لِلْكَٰفِرِينَ سَعِيرًا 13  وَلِلَّهِ مُلْكُ ٱلسَّمَٰوَٰتِ وَٱلْأَرْضِ يَغْفِرُ لِمَن يَشَآءُ وَيُعَذِّبُ مَن يَشَآءُ وَكَانَ ٱللَّهُ غَفُورًا رَّحِيمًا 14

12.  Bal  zanantum  ‘allany-yanqalibar-Rasuulu  wal-Mu'-minuuna  ‘ilaaa  ‘ahliihim  ‘abadanw-wa  zuyyina  zaalika  fii  quluubikum  wa  zanantum  zannnas-saw-'i  wa  kuntum  qawmam- buuraa. 13.  Wa  mal-lam  yu'-mim- Billaahi  wa  Rasuulihii  fa-‘innaaa  ‘a'-tadNaa  lil-kaafiriina  Sa-'iiraa. 14.  Wa  Lillaahi  Mulkus-samaawaati  wal-‘arz.  Yagfiru  limany-yashaaa-'u  wa  yu-'azzibu  many-yashaaa'.  Wa  kaanAllaahu  Gafuurar-Rahiimaa.

12. Nay, but you deemed that the messenger and the believers would never return to their own folk, and that was made fair-seeming in your hearts, and you did think an evil thought, and you were worthless folk. 13. And so for him who believes not in Allah and His messenger - Lo! We have prepared a flame for disbelievers. 14. And Allah's is the Sovereignty of the heavens and the earth. He forgives whom He will, and punishes whom He will. And Allah is ever Forgiving, Merciful.

It is commanded: They tell a lie that there was no protector of their wealth and families at home behind them, so they could not go along with you. Purpose of their remaining behind was that they considered the Muslims as nothing. They were thinking that the Messenger (grace, glory, blessings and peace be upon him) and his Believers would be slain by the people of Makkah and they would never return, and they desired the same.

But the Muslims returned from Makkah successfully, and Allaah Almighty was Aware that these hypocrites would be destroyed instead of the Muslims. Listen carefully! We have prepared the Fire for them who do not believe in Allaah Almighty and His Messenger (grace, glory, blessings and peace be upon him). Reply of your request - asking forgiveness for you - is it that Allaah Almighty has all such Powers, because to Him belongs the Dominion of the heavens and the earth. He forgives whom He wills and punishes whom He wills. He will forgive you if you repent with true hearts. He is Forgiving and Merciful.

سَيَقُولُ لَكَ ٱلْمُخَلَّفُونَ مِنَ ٱلْأَعْرَابِ شَغَلَتْنَآ أَمْوَٰلُنَا وَأَهْلُونَا فَٱسْتَغْفِرْ لَنَا يَقُولُونَ بِأَلْسِنَتِهِم مَّا لَيْسَ فِى قُلُوبِهِمْ قُلْ فَمَن يَمْلِكُ لَكُم مِّنَ ٱللَّهِ شَيْـًٔا إِنْ أَرَادَ بِكُمْ ضَرًّا أَوْ أَرَادَ بِكُمْ نَفْعًۢا بَلْ كَانَ ٱللَّهُ بِمَا تَعْمَلُونَ خَبِيرًۢا 11

11.  Sayaquulu  lakal-mukhal- lafuuna  minal-‘A'-raabi  shagalatnaaa  ‘amwaalunaa  wa  ‘ahluunaa  fastagfir  lanaa.  yaquuluuna  bi- ‘alsinatihim- maa  laysa  fii  quluubihim.  Qul  famany-yamliku  lakum- minAllaahi  shay-'an  ‘in  ‘araada  bikum  zarran  ‘aw  ‘araada  bikum  naf-'aa. Bal  kaanAllaahu  bimaa  ta'-maluuna  Khabiiraa.

11. Those of the wandering Arabs who were left behind will tell you: Our possessions and our households occupied us, so ask forgiveness for us! They speak with their tongues that which is not in their hearts. Say: Who can avail you aught against Allah, if He intend you hurt or intend you profit? Nay, but Allah is ever Aware of what you do.

 After describing advantages and excellences of the Peace Treaty of Hudaybiyyah and extolling the Believers on their obeying the Commands of Allaah Almighty and His Messenger (grace, glory, blessings and peace be upon him) wholeheartedly, now state of those people is being described who believed verbally but their hearts did not have belief, and they did not move along with the Muslims who set on happily with the intention of performing Umrah (Pilgrimage). Apparently they embraced Islam but actually they were comrades of disbelievers. It was informed concerning them in the way of Makkah: The wandering Arabs (Bedouins) who remained behind; will come to you and tell as soon as you will reach Madinah back: There was no protector of our possessions and our households behind us, so we could not go with you. It was our error. Now O Messenger (grace, glory, blessings and peace be upon him): Ask forgiveness for us!

It is commanded: They invent false excuses and speak with their tongues that; which is not in their hearts. They thought that the people of Makkah would finish the Muslims and they would never return Madinah. Say to them: To benefit and to harm is in the Hand of Allaah Almighty. It does not depend on your presence at home or absence, but it depends on the Will of Allaah Almighty. Your false excuses are useless. He is ever Aware of what you do. He knows that why did you remain behind.

إِنَّآ أَرْسَلْنَٰكَ شَٰهِدًا وَمُبَشِّرًا وَنَذِيرًا8    لِّتُؤْمِنُوا۟ بِٱللَّهِ وَرَسُولِهِۦ وَتُعَزِّرُوهُ وَتُوَقِّرُوهُ وَتُسَبِّحُوهُ بُكْرَةً وَأَصِيلًا 9  إِنَّ ٱلَّذِينَ يُبَايِعُونَكَ إِنَّمَا يُبَايِعُونَ ٱللَّهَ يَدُ ٱللَّهِ فَوْقَ أَيْدِيهِمْ فَمَن نَّكَثَ فَإِنَّمَا يَنكُثُ عَلَىٰ نَفْسِهِۦ وَمَنْ أَوْفَىٰ بِمَا عَٰهَدَ عَلَيْهُ ٱللَّهَ فَسَيُؤْتِيهِ أَجْرًا عَظِيمًا 10

8.  ‘InNaaa  ‘arsalNaaka  Shaahidanw-wa  Mubash-shiranw-wa  Naziira. 9.  Litu’-minuu  Billaahi  wa  Rasuulihii  wa  tu-'azziruuhu  wa tuwaqqiruuh.  Wa  tusabbi-huuhu  bukratanw-wa  ‘asiilaa. 10.  ‘Innal-laziina  yubaayi-'uunaka  ‘innamaa  yubaayi-'uunAllaah.  YadUllaahi  fawqa  ‘aydiihim. Faman-nakasa  fa-‘innamaa  yankusu  'alaa  nafsih.  Wa  man  ‘awfaa  bimaa  'aahada  'alay-hUllaaha  fasa-yu'-tiihi  ‘ajran  'aziimaa.  (Section 1/9)

8. Lo! We have sent you (O Muhammad) as a witness and a bearer of good tidings and a warner, 9. That you (mankind) may believe in Allah and His messenger, and may honour Him, and may revere Him, and may glorify Him at early dawn and at the close of day. 10. Lo! Those who swear allegiance unto you (Muhammad), swear allegiance only unto Allah. The Hand of Allah is above their hands. So whosoever breaks his oath, breaks it only to his soul's hurt; while whosoever keeps his covenant with Allah, on him will He bestow immense reward.

It is commanded: Consequence of your journey for performing Umrah (Pilgrimage) was “the Peace Treaty of Hudaybiyyah”, which is very blessed and We have sent you O Muhammad (grace, glory, blessings and peace be upon him) for the purpose that you must pass through different conditions and guide the people according to every condition as it is more suitable. O human beings! It is a good chance for you to know the Messenger (grace, glory, blessings and peace be upon him), having belief in Allaah Almighty and then help Him in such a way that you must obey the Sayings of the Messenger (grace, glory, blessings and peace be upon him) and preserve his honour and dignity, exalt Allaah Almighty morning and afternoon.

Then it is commanded: Those who swear allegiance to you {O Muhammad (grace, glory, blessings and peace be upon him)} for doing any good work, they swear allegiance only to Allaah Almighty, as they sold their rest, life and wealth (everything) on His Hand. Now everyone must consider that those who pledge allegiance to the Messenger - they are actually pledging allegiance to Allaah Almighty, because He teaches acting upon His Commandments by means of His Messenger. His Hand is above their hands. Therefore he, who breaks his word and turns from treaty; only breaks it to the detriment of himself. And he who fulfills that; which he has promised with Allaah - He will give him a great reward.
