Remedy of disputes (L-3088)

وَإِن طَآئِفَتَانِ مِنَ ٱلْمُؤْمِنِينَ ٱقْتَتَلُوا۟ فَأَصْلِحُوا۟ بَيْنَهُمَا فَإِنۢ بَغَتْ إِحْدَىٰهُمَا عَلَى ٱلْأُخْرَىٰ فَقَٰتِلُوا۟ ٱلَّتِى تَبْغِى حَتَّىٰ تَفِىٓءَ إِلَىٰٓ أَمْرِ ٱللَّهِ فَإِن فَآءَتْ فَأَصْلِحُوا۟ بَيْنَهُمَا بِٱلْعَدْلِ وَأَقْسِطُوٓا۟ إِنَّ ٱللَّهَ يُحِبُّ ٱلْمُقْسِطِينَ 9

9.  Wa  ‘in  taaa-'ifataani  minal- Mu'-miniinaqtataluu  fa- ‘aslihuu  baynahumaa.  Fa-‘im- bagat  ‘ihdaahumaa  'alal- ‘ukhraa  faqaati-lullatii  tabgii  hattaa  tafiii-'a  ‘ilaaa  ‘Amrillaah.  Fa-‘in- faaa-'at  fa- ‘aslihuu  baynahumaa  bil-'adli  wa  ‘aqsituu.  ‘InnAllaaha  yuhibbul- Muqsitiin.

9. And if two parties of believers fall to fighting, then make peace between them. And if one party of them does wrong to the other, fight you that which does wrong till it return unto the ordinance of Allah; then, if it return, make peace between them justly, and act equitably. Lo! Allah loves the equitable.

This verse explains that first work of the Muslims is to establish such society, by power and pressure of which every individual remain on the straight path, no one be permitted to rebel or commit a riot and nor any person may show his violence to any other. It is instructed to such society: If two parties fall to fighting among the believers, then the society must come forward immediately and make settlement between the two by admonishing. But if they don’t agree straightforwardly, and strong party attack the weak, then the whole society should fight against the violent, make them right forcibly. When they are overpowered and obey the Command of Allaah Almighty that “fight not one another mutually”, then make such a settlement between them in which no one has to be disgraced and both remain equal. Take care of justice every time and in every situation. Allaah Almighty loves those who act justly.

It also aims from this verse that the society should organise itself to suppress the troublemakers and riots in the world, and rule collectively, so that the rioters; whether they belong to own people or others; may be suppressed. It must be the form of the government that such a person from themselves must be chosen as a leader; who is aware of Islamic Law and fears Allaah Almighty, get ready to give him good advice and to help him wholeheartedly.
