Command about wealth of infidels (L-3223)

مَّآ أَفَآءَ ٱللَّهُ عَلَىٰ رَسُولِهِۦ مِنْ أَهْلِ ٱلْقُرَىٰ فَلِلَّهِ وَلِلرَّسُولِ وَلِذِى ٱلْقُرْبَىٰ وَٱلْيَتَٰمَىٰ وَٱلْمَسَٰكِينِ وَٱبْنِ ٱلسَّبِيلِ كَىْ لَا يَكُونَ دُولَةًۢ بَيْنَ ٱلْأَغْنِيَآءِ مِنكُمْ وَمَآ ءَاتَىٰكُمُ ٱلرَّسُولُ فَخُذُوهُ وَمَا نَهَىٰكُمْ عَنْهُ فَٱنتَهُوا۟ وَٱتَّقُوا۟ ٱللَّهَ إِنَّ ٱللَّهَ شَدِيدُ ٱلْعِقَابِ 7 |

7. Maaa
‘afaaa-'Allaahu 'alaa RasuuliHii
min ahlil-Quraa fa-Lillaahi
wa lir-Rasuuli wa lizil-qurbaa wal-yataamaa wal-masaakiini wab-nis-sabiili, kay
laa yakuuna duulatam- baynal- ‘agniyaaa-'i minkum.
Wa maaa ‘aataakumur-Rasuulu fa-khuzuuhu
wa maa nahaakum
'anhu fantahuu. WattaqUllaah. ‘InnAllaaha
Shadiidul-'Iqaab. |

7. That
which Allah gives as spoil unto His messenger from the people of the
townships, it is for Allah and His messenger and for the near of kin and the
orphans and the needy and the wayfarer, that it become not a commodity
between the rich among you. And whatsoever the messenger gives you, take it.
And whatsoever he forbids, abstain (from it). And keep your duty to Allah.
Lo! Allah is stern in reprisal. |
In this verse, the word “‘afaa-‘a” is used as “spoil”, in which “booty” is also included, but here it aims “immovable properties” as land and gardens etc.
It is commanded: Allaah Almighty has given wealth and properties to His Messenger (grace, glory, blessings and peace be upon him) which are obtained from the people of the townships without fighting. For those spoils, it is commanded that the Messenger (grace, glory, blessings and peace be upon him) or his Caliphs can give from their income to his relatives; whether those are needy or otherwise. And it can be spent also on orphans, the poor and the wayfarers. Works of public welfare will be done also from the same, so that requirements of all people may be fulfilled altogether, lest the rich people get their possession and is transferred to their heirs, and the needy people may not reap advantage from them. And whatever the Messenger or his Caliph has given you - take; and what he has forbidden you - refrain from. The Muslims should fear Allaah Almighty every time and in every matter; and escape from His disobedience, otherwise remember it that He is stern in reprisal.
It was described in Suratul- ‘An-faal
(Chapter 8, The Spoils of War): Fifth portion of assets i.e. wealth and weapons
etc. which are taken in possession during war, is of Allaah Almighty and
His Messenger (grace, glory, blessings and peace be upon him). Remaining is of the Army personnel who took part in
war. But that all (move-able and immovable) which is collected from enemies
without fighting, is of Allaah Almighty and His Messenger (grace,
glory, blessings and peace be upon him). Its
income will be spent as explained above.
