Chapter HASHR - (EXILE) - 59

This Chapter explains that the most important duty of the Muslims is to keep human society pure from all kinds of evils and wickedness. Admonish the mischievous people! If even then they do not refrain from depravity and break mutual agreements, then war is indispensable, even that the evil doers are suppressed. After having control over them, their wealth and property cannot be given in possession of rich people, but every needy person has a right in it. Therefore although its actual Owner is Allaah Almighty, but administratively it will be under the possession of His Messenger (grace, glory, blessings and peace be upon him). He will help his close relatives, the orphans, the poor and the wayfarers from its income. It should not be that those take its possession also who already have wealth more than enough and it is distributed among themselves, and those remain empty-handed by whose efforts and labor it was acquired.

The Muslims can correct their financial system by following these instructions. First of all; their rulers must be honest and trustworthy. They should understand that they have to do the same for supporting the nation which the Messenger (grace, glory, blessings and peace be upon him) did. He never deposited money with himself. Whatever was received was shared with others, without saying that the poor were poor because Allaah desired to keep them in the same condition, so they must be patient on that which was given to them by anyone, and that Allaah gave wealth to the rich so he must enjoy.

This is not the way of the Messenger (grace, glory, blessings and peace be upon him). Therefore, it has no connection with Islam. Allaah Almighty made some people rich and some poor for examining the mankind, and everyone’s duty has been explained.

Now there is a need to observe that who accomplishes well his duty. It is responsibility of the nation that they should choose or accept for themselves such ruler, who must not only be to please the people by his conversation, but he should grip up his loins to fulfil requirements of every individual easily, and spend Country’s income on correcting the condition of common people. He himself should take from it only that which may fulfil easily his personal requirements.

 Present systems of Governments in the world claim that those are best, but major portion of Country’s income goes in the hands of such people who rule over the public, whereas most people of public are deprived of dire requirements of life. Potential rulers claim that they will do for public welfare, but when they become rulers then they like to fill up own pockets.
